Come up with a more explicit plan for developers.fedoraproject.org

Timeline:
* create a Self-Contained Change proposal describing the new developer focused site
* discuss with other Fedora contributors at Flock in August
* ready for wider announcement in the F23 Beta announcements in September

Purpose of these activities:
* create a Self-Contained Change proposal describing the new documentation site
* ready for wider announcement in the Beta announcements in September


Key content:
* be explicit that the Developer Portal aims to be *descriptive* of the recommendations and activities of the Edition WGs and language SIGs for the benefit of folks building *on* Fedora, rather than contributing *to* Fedora
* increased awareness of the new service across the Fedora community
* have the Environments & Stacks WG explicitly take responsibility for the site content
* better coordinate with other Fedora teams (Marketing, Documentation, Edition WGs)


* assistance with choosing packaging technologies

* language specific guidelines (currently Python & Ruby, would prefer more)
