Detailed Description

Assume that a user installed fedora with gnome interface (anaconda will tell him that he may add KDE later), later this user wanted to add KDE offline (from the installation DVD)

Currently we have no way to add software packages from offline media (DVDs/CDs) after installation (Package Kit and yum-cli does not yet support it, and in apt and smart it's broken)

Benefit to Fedora

It helps people with no internet connection.

requires Package kit API change.
