From Fedora Project Wiki
The Fedora Program Manager (FPM) - currently Jaroslav Reznik - is responsible for proposing Fedora release schedules and shepherding Fedora releases through the development process, in co-ordination with the Project_Leader, FESCo and the various teams that work on Fedora releases.
The FPM is a full-time, Red Hat-employed job.
