System-config-audit backend functionality

Here is list of all functions, which should audit backend provide

Start/stop audit daemon service
Run in specific runlevel chkconf
Set limits /audit/audit.rules
Set limits fail handling /audit/audit.rules
Set daemon priority boost /audit/auditd.conf
Set email recepient /audit/auditd.conf
Set events program /audit/auditd.conf
Set log file /audit/auditd.conf
Set writeout force /audit/auditd.conf
Set log file rotation /audit/auditd.conf
Set low disk space thresholds /audit/auditd.conf
Set log files errors /audit/auditd.conf
