Not on their own.  Formal projects are always created by a consensus among leading contributors.  If you have an idea for a new project, bring it up to leads or Steering Committee for the most relevant existing project.  New projects will usually start out as sub-projects of one of the main projects.  For example, the Fedora Ambassadors project was created under the Fedora Marketing team.
 
Note that you are welcome to create unofficial projects, but should not do so on the wiki.  Any content on the wiki can be found by others and might be confused as official even if it is not.  When creating an entirely unofficial project, make sure you follow the [[Legal/TrademarkGuidelines|  Trademark Guidelines]]  and other applicable legal requirements.  See the [[Legal]]  section for details on existing guidelines.

Is there any help with organizing an event?

The Event Organizers' Resources page contains a lot of useful information about organizing an event. If you have any further question, write to the fedora-ambassadors-list@redhat.com mailing list. Often there are other Ambassadors in your area ask them to help you and organize the participation at the event together. This way it's more fun and less work.

Of course you can. We respect if you have no more time to participate in the Ambassadors Project or other parts of the Fedora Project became more important for you.
