rpm detects pkgconfig dependencies in all current Fedora releases (at true at least as of F-10). Subpackages providing a .pc file do not need to explicitly Require pkgconfig or any package mentioned by the pc file itself.

Please move the pkgconfig requires guidelines from PackagingGuidelines#Pkgconfig_Files to the EPEL specific guidelines.
