The user track(s) of the FUDCon barcamp are unique in that the content is typically set (or at least partially designed) in advance. This makes it easier to market the event to users and new community members, and it ensures that there are sessions for everyone (there are usually plenty of technical sessions).

The user track can be firmly decided before the FUDCon, or can be subject to the normal barcamp voting process.
