Fontconfig issues to fix

  • Locales in F11's comps with no .orth file in fontconfig:
    • ber: Berber
    • csb: Kashubian
    • fil: Filipino ("tl" for Tagalog exists, but it is based on archaic script, not Latin. fd.o bug)
    • hsb: Upper Sorbian ("web" for "Sorbian languages" exists)
    • ms: Malay
    • rw: Kinyarwanda
    • ve: Venda (exists as "ven". should be renamed to "ve" fd.o bug)
