Here is list of all functions which should keyboard backend provide

Basic

Select keyboard layout	/etc/sysconfig/keyboard
Select keyboard type (for some special keys)	/etc/sysconfig/keyboard

• Use more layout with key to switching them (isn't it task for desktop environment?)
