Who is supposed to close a bug? Only the original reporter, or any "random tester"? I find the page slightly vague in that aspect.

(Bug 475067 caused me to ask. I had the problem it describes. It wasn't me who reported it. The released fixes solves the problem. Should I then close this bug, or leave it for the reporter?)
