Since this was first proposed, we have been asked to participate in the FSF priority project to replace Skype.  There is a specific strategic role this package has in that goal, and this will become more clear as we update FSF pages about this in the next few days.

Since this was my first attempt at drafting a feature, I was looking for feedback on what is needed to define it correctly with lead time sufficient where any issues can be resolved for it to still be in F13. I could expand on the feature more.
