From Fedora Project Wiki

The rawhide-kernel-nodebug repository is a dnf repository containing the latest rawhide rc or .0 kernel. This allows testers to run a recent rawhide kernel without getting daily updates. New kernels are built weekly, and only the newest kernel is kept in the repository. Any issues found in these kernels should be filed in bugzilla against the rawhide kernel. The name of the repository harks back to when rawhide forced debug kernels for 80% of builds. While this is no longer the case, there are users who requested that this repository be kept going to get only tagged (rcX and .0) releases.
