Here is list of all functions which should vsftpd backend provide

Basic

what	where
Start/stop FTP server	service vsftpd start/stop
Start in specific runlevel	chkconf
Set users and their rights	/etc/vsftpd/*
Config logging	/etc/vsftpd/*
Set some limits (connections per second, etc.)	/etc/vsftpd/*
Set default configuration	/etc/vsftpd/*
